Does
the original District lose the authority to direct the daily activities
of the employees?
No. The partnership allows for the Client School District to continue
to direct daily activities and to make decisions. However, the hiring,
dismissal decisions are accomplished through collaboration between district
and GESC. Example: If a retired teacher is placed in a classroom and the
Principal evaluates this teacher as not performing at the expected level,
the Principal can notify GESC and request a replacement or simply remove
the teacher from the assignment. All of our teachers are "at will" employees.
How many employees are currently on the payrolls of leasing companies?
It is estimated that about four million employees, nationwide, are now
working under a leasing arrangement. This number is expected to double
within the next four years.
What advantages does Education Services offer over other Retire-Rehire
Programs?
Clients of Education Services benefit from the company's years of experience
in business. The company does not offer "canned", "off-the-shelf" programs.
Each contract is carefully designed to match the needs of the client school
district and the employees. In addition, we provide Professional Development
to our employees to ensure that their performance is at the highest level
and connected to your school district' vision.
Is there
a limit on the number of employees that can be leased?
There are no limits on the number of employees. Client school districts
range from large to small. In addition, GESC can assist school districts
with non-classified personnel. Example, clerks, secretaries, custodians,
etc. How do the employees feel about a Program like this? Employees feel
more comfortable when they are informed that "nothing is changed at the
workplace." In many cases, our employees are appreciative that we provide
a service where they can improve the financial stability while earning
Social Security benefits.
If an
employee has a grievance, whom does he/she take it to?
The employee takes it to their supervisor; however, Education Services
can provide valuable input with respect to the proper handling of a dispute.
GESC can remove an employee from an assignment at any given time.
If I
utilize the services of your Corporation, what happens to my human resources
department?
Nothing happens to the Human Resources Department other than gaining "time"
to produce better specified reports and redefine services. Another benefit
that H.R. Department experience is the collaboration they receive from
GESC to ensure that all vacancies are filled in a timely manner.
Can the
school district really save money by using your services?
Statistics have proved that employers can save anywhere from 25% to
40% less than existing expenditures for administrative time, health insurance
and other benefits, worker's compensation, and human resources activity.
Employee outsourcing reduces cost and liability! The idea is to "SAVE"
from high salaried teacher employees and reduce class size.
What
does Worker's Compensation insurance cover?
Worker's Compensation insurance covers the cost of medical treatment due
to job related injuries, lost wages, benefits for permanent disability
and rehabilitation benefits. GESC provides Worker's Compensation benefits
for our employees. Therefore, school districts are relieved from costly
insurance and claims.
What
else do we need to know?
- Third-party
provides are not subject to Chapter 21 of the Education Code. GESC employees
are not subject to Chapter 21. We are a Corporation.
- Senate
Bill 1691 increased the cost of rehiring a retire teacher.
- Texas
Government Code, Section 825.4092(b) For each rehired retiree who has
opted into insurance coverage provided by the TRS Care Group Insurance
Program, en employer must contribute to the TRS Care Program the difference
between the amount charged to the retiree for coverage for self and
covered dependents, if any, and the full cost to the state of providing
insurance coverage for the retiree and any covered dependents. Texas
Government Code, Section 825.4092(d).
- GESC
will provide a formula to school districts that will ensure savings
from these mandates based on the salary that GESC pays to the teacher.
In addition our contracts with our employees are for 4 ½ months. We
can extend a 2nd contract to any employee when necessary.
- A position
that is less than four and a half months is not a TRS-covered position.
School districts do not owe the TRS surcharges for retirees employed
in temporary positions for less than four and a half months. Title 34,
Texas Administrative Code.
- A position
that is less than half-time of the position's full-time equivalent is
not a TRS-covered position. School districts do not owe the TRS surcharges
for retirees employed in positions that are less than half time. Title
34, Texas Administrative Code, Sections 25.1, 31.41(a), and 41.4
